• Major Actions Taken by City Council on April 19, 2017

    Major actions taken by the Council at its regular meeting on April 19, 2017 include:
    • Attended a site visit regarding the Great Tide Pool Construction Award
    • Authorized the City of Pacific Grove to join an Amicus Brief in the Marin County Pension
    Benefit Case before the California Supreme Court, supporting the principle of reasonable
    pensions, and overturning the “California Rule”.
    • Authorized the City Manager to enter into an agreement with Monterey Peninsula
    Engineering for the Construction of Boardwalk and Decomposed Granite Walkways at the
    Great Tide Pool Site for a cost not to exceed $145,000 plus a 15% contingency.
    • Received meeting minutes from the BNRC and HRC.
    • Received report on the Fiscal Year 2016/17 Capital Improvement Plan.
    • Received and approved FY 2017-18 Capital Improvement Plan and provided any desired
    direction or requests for additional information.
    • Approved a resolution adopting the master fee schedule for Fiscal Year (FY) 2017-18,
    including the annual Consumer Price Index (CPI) adjustment and other changes as directed
    by Council; and directed staff to initiate a Request for Proposals process to solicit responses
    to evaluate the City’s Master Fee Schedule for consistency with the City Council’s directive
    of full cost recovery for City services.
    • Approved a resolution of intention to levy an assessment for the Hospitality Improvement
    District for Fiscal Year 2017-18 and directed staff to notice a public hearing to be held on
    May 3, 2017 for the purpose of hearing any protests and determining whether to levy the
    assessment.
    • Approve a resolution of intention to levy an assessment for the Downtown Business
    Improvement District for Fiscal Year 2017-18 and directed staff to notice a public hearing to
    be held on May 3, 2017 for the purpose of hearing any protests and determining whether to
    levy the assessment.
    • Adopted a resolution establishing the Monterey Bay Community Power Authority and
    approving the City of Pacific Grove as a founding member of the Authority; held first
    reading of an ordinance authorizing the implementation of a Community Choice Energy
    program in the City of Pacific Grove, and direct publication of a summary of the ordinance
    in accord with the City Charter; directed staff to move forward with discussions and
    participation for the City of Pacific Grove’s share of the credit guarantee; and appointed two
    representatives of the Pacific Grove City Council to serve as a primary and alternate on the
    newly formed Monterey Bay Community Power Board of Directors.
    • Adopted by urgency ordinance an addition to the City Salary Schedule for the
    Administrative Services Director classification. Authorize the City Manager to fill the
    vacant position.
    • Authorize the City Manager to award a contract to Tannery Creek Systems, Inc. for the
    purchase of a License Plate Recognition System in an amount not to exceed $60,000. The system will be used primarily for parking enforcement.
